I have a figurine that is glazed ceramic. Is there anyway I can paint this to change the color? Would I have to have a kiln? I obviously know nothing about ceramic painting so please enlighten me!!

I'm guessing some kind of enamel would cover the color. It might not last, but it'd do the job.
The only good a kiln would do is if you could remove all the old glaze (no idea how to do that) and re-glaze.
Otherwise, I'd just paint over it.

Almost any paint will adhere to the ceramic whether it is glazed or not.
All you need to do is make sure it's clean and contamination free. Skin oils and other things tend to build up on ceramic surfaces.
So a little bit of soap and water will set you right.

Think about whether you want it shiny or not. That will inform your paint type choices.

If it is glazed you can even use a paint stripper to remove the paint later.
